Eriophyid
I'm fairly sure this is an Eriophyid, and as far as the current literature goes it would be called Eriophyes tiliae. It has a quite varied morphology and I suspect there could be some undocumented diversity within that species, though

Basswood - Tilia?
Could this be Basswood - Tilia? I have posted similar red galls on Tilia from New Brunswick, but they were pointed rather than with a flat top.

Basswood is what I think this is, but couldn't find an exact match in a tree book.

 
Agree with Tilia
Hard to judge scale from photographs, but this "looks" like a small leaf to me (from other whole-leaf photo), so perhaps it is Littleleaf Linden (Tilia cordata); this introduced species is often planted as an ornamental tree in towns.

Our street is lined with Linden trees, and their seeds go everywhere, including my back yard where this pic was taken.
