I see similar moths in Mompha terminella, Chrysoclista linneella, and Cosmopterix, but nothing really matches.

Heliodinidae
Definitely Heliodinidae. A couple of the species covered in Hsu and Powell here (e.g., Neoheliodines melanobasilarus, N. hodgesi) are possibilities.
