Is this some sort of hopper? - Micrutalis occidentalis

Is this some sort of hopper? - Micrutalis occidentalis
Claremont, Los Angeles County, California, USA
May 19, 2012
Size: Approx. 2-3 mm
This fascinating little insect was observed on California Croton (Croton californicus) at the Claremont Colleges’ Robert J. Bernard Biological Field Station. I have never seen anything like it, and my only guess is that it’s some sort of hopper. Any information will be greatly appreciated!

Micrutalis occidentalis
a dark color form

Thanks!
Thanks so much for the identification! This will be a new taxon, and if fact a new family, for our field station invertebrate list. Judging by the images in BugGuide, it looks like the color is quite variable for this species.
