Found in the evening (8pm) on a rose bush outside my condo, about 10 meters from the Fraser River.

Male snipe fly?
I would suggest this is a male (holoptic eyes that meet atop the head) snipe fly in the family Therevidae. Dr. Martin Hauser can confirm or deny that:-)
