It looks just like the Neanthophylax tenebrosus in the site you linked.

Not Brachysomida...
I've chewed on this one for a while, but I think it might be Neanthophylax tenebrosus (compare).

Based on the giant size of the conifer needles
we're guessing this is a reasonably small beetle. Haggard & Haggard show a small all black cerambycid called Brachysomida californicus that looks like this, but we haven't found an online image yet.
