Flicks wings to make a clicking noise. No continuous drone like some.

Platypedia sp. (Platypedia barbata?)
this is one of the "crepitating cicadas" in the Platypedia group


The "hairy" face, wing shape and coloration are all suggestive of P. barbata

Are you sure it is only one inch? Because it looks like a cicada to me.

 
It is a cicada.
They can be an inch, some are even smaller. Depends on the species.

Oh. Because the ones around our house are two or three inches!

 
Yep.
The Annual or Dog-day Cicadas in the genus Tibicen are the most common and are fairly large, but I've collected some out west similar to this one that are only half an inch or so.
