Sawfly
Either Cimbicidae or Tenthredinidae. Cimbicid larvae are distinguished by their 1-segmented antenna and presence of secondary longitudinal sutures on the labrum. These are rarely apparent in photos. If a cimbicid it is not Cimbex or Abia, which have distinctive color patterns.
