Would this be a species of Palpada or Eristalis, and what are the characteristics that separates these genera? These were feeding on Anemopsis californica in a dry marsh area at the Pahranagat National Wildlife Refuge

Correcting the plant identification
Thanks John and Jane for correcting my incorrect plant identification. The plant is Anemopsis californica. I had been labeling images of other insects on Asclepia speciosa and carried it over into this image.
