I think Dasysyrphus creper, u
I think Dasysyrphus creper, using the new Locke and Skevington Key (Zootaxa 3660, 2013).

The maculae of tergites 3-4 do not reach the edge of the abdomen, and are quite curved (unlike D. richardi, and more curved than D. lotus), meeting in the middle and broadly touching the anterior edge of the tergite. It is also out of the range of D. lotus, which is the most similar other possibility. Since I can't see the gena and sternites, I would be a little cautious here (lotus has very light face and gena), but I'm pretty certain it's creper given the range and markings.
