on lupine, maybe would be classed as galls altho the leaves are just thickened to form a shelter for the larva

In "Plant feeding gall midges of North America" Gagne has your gall as a Dasineura sp. p. 196; as a rolled leaflet or vein fold. Your photo of the gall fits the description.
