Looks like an aphid mummy, but little different from usual one...?

Yes, an aphid mummy ...
... formed by a Praon species. Praon differs from other Aphidiinae (Braconidae), by pupating UNDER the dead aphid, instead of INSIDE the dead aphid (which is what the other North American species of Aphidiinae do). So one can easily tell Praon by the "platform" under the dead aphid.
