Tersilochinae?
Wing venation seems to suggest this could be a male of Tersilochinae.
Barycnemis harpura
(Schrank) is an associate of
Diplolepis rosae
and occurs in North America as well as Europe.

Probable ID
Dr. Klaus Horstmann informs me that the association of
Barycnemis harpura
with
Diplolepis rosae
is 200 years old and has not been substantiated. He suggests that the specimen is more likely to be a species of
Orthopelma
, as those are known parasitoids of
Diplolepis
. The species
Orthopelma mediator
(Thunberg) has been commonly reared from
D. rosae
in Europe and
this page
has photos and a discussion of the biology. The species has been recorded from British Columbia.
