Dragonfly, wasp, or fly? - Megarhyssa atrata - female

Dragonfly, wasp, or fly? - Megarhyssa atrata - Female
Sturbridge, Worcester County, Massachusetts, USA
June 17, 2012
Size: ~4 inches
The bug was just sitting about 10 feet up on the trunk of a tree. It's at least 4 inches long, perhaps longer. It was completely motionless for at least five minutes while we stared at it. The photo was taken mid-afternoon on a 75-degree June day. Thanks!
