Female Ashy or Dusky Clubtail
I would say female Ashy or Dusky Clubtail (Gomphus lividus or G. spicatus). It has a very thin tip to the abdomen with a small spot on the top of segment 9. The side of the thorax has two very wide dark stripes and the front of the thorax does not have the sausage marks of a Stylurus clubtail. Both of those species share those characteristics. To me, the dark color of the abdomen and small size of the spot on segment 9 looks more like Ashy. To prove that, you would need to catch it and look at the shape of the subgenital plates.
