Paranthrene robiniae - Western Poplar Clearwing
A little bigger than the common yellowjacket. Second pair of wings were clear and hard to see, and were kind of bent maybe. It was recovering from being stuck between some nursery pots and maybe getting wet in cold 55 degree F weather, it combed it's feathered antennae and just sat there... probably too cold to move. It lacks the narrow waist of most wasps. There are some old gnarled willows nearby where it likely bored larval tunnels.
