Found on the bottom sides of leaves on a serviceberry tree.

Looks like psyllids to me
Given the location and host, Trioza obtusa seems to be the best bet... matches Patch's description fairly well, she writes of the nymphs that they have feed on the ventral surfaces of leaves where they are easily detected by the "beautiful white, floss-like wax filaments that [curl] softly up from the margin of their bodies"
