ichneumon wasp?
appears to be one of these wasps, vs the braconid, based on this detail of the wing vein pattern.

there are about 305 "pages" of pics detailing these wasps, so we will have to wait for someone with knowlege to detail this more, but at least this is a start to narrowing an ID.
