Size: Length ~ 12-13 mm
Hmmm...if this small asilid is in the genus Dioctria, then it may be a new North Dakota image addition to Bug Guide. I've not ever seen this version of a robber fly until now. And is that a small wasp it's feeding on?

Laphria
This is a female Laphria, probably from the L. index/ithypyga complex (can't separate females in pictures).
To tell apart from Dioctriines at this angle, you can see that this fly's antennae are much shorter, proboscis is much longer, and it has a big bushy mystax (Dioctria usually just have a line of hairs).
