This looks very much like Boraria or Harpaphe, but neither are shown in Bugguide to occur in the Northeast. These millipedes are abundant in wet areas of the Mianus River Gorge. I have never seen them elsewhere in New York.

I had some time to look at this further considering Apheloriini and Rysodesmini species likely in NY. Apheloria virginiensis should have banded yellow pattern. A. tigana should have yellow spots on first anterior and last several caudal segments. Pleuroloma flavipes should have wrinkled scales on caudal segments. B. stricta seems to fit though there is only one photo on bugguide (from South Carolina). The yellow spots on the margins of the scales are triangular and distinct.
