Parhelophilus laetus
This is Parhelophilus laetus. Leg colour pattern helps to identify this species but as with most Parhelophilus, a lateral view of the tip of the male abdomen would help a lot. Some species (including this one) have pollinose segments 6-8 while others are shiny brown or black.
