Size: approx 7mm
This looks very much like a Rose Hip Fly, Rhagoletis basiola, but the wing markings are not exactly like the images in the guide. All the photos here in the guide have the same wing markings with no real variation.

This fly was found on Hedge False Bindweed, Calystegia sepium. The only fruiting plants nearby were a tomato plant and couple of Evergreen Huckleberry, Vaccinium ovatum bushes.

The closest match among Rhagoletis is R. completa, which eats walnut (Juglans) and has broader wing bands.

 
Interesting
This one doesn't have the yellow spot on the thorax between the wings though. I did consider it.
