Argidae
Definitely an Argidae. A little blurred, but it has the appearance of a male Atomacera sp., especially the head shape. Size not given, but it's probably around 5 mm.

Sawfly?
I think it looks like a Sawfly. I don't think this thumbnail is the same as yours but it does show a resemblance. The head and antennae remind me of something in the Argid family of Sawflies.

Guessing -
parasitic wasp on this one, but let's see what the experts say... I think I'm seeing two pairs of wings?
