This insect was on a sunflower leaf. It appeared to have something on the tip (end) of it that looked as though it would intermittently light up. Does anyone know what this is?

Thank you! That helped tremendously. It is a Red-banded Leafhopper - Graphocephala coccinea

 
By coincidence...
I took a picture of one of these today.

I also took a picture of a smaller species of leafhopper, Graphocephala versuta (I think). In that photo, you can see the red tail of the first leafhopper sticking up over a leaf. You can also see a water drop just released from the tail of the smaller leafhopper. This is where they get the name sharpshooter -- it makes a noise -- a pop or a crack -- when they do that.

I believe that's a leafhopper, maybe Graphocephala genus.
