I wondered if this was a female Azure Darner?

I would go with male Azure. Segement 3 is constricted and it wouldn't be nearly so much on a female. Paulson finds length of eye seam to be a good mark to go by (where eyes meet); short in Azure, longer than length of occiput in ZigZag. Also no crescent shaped marking on top of frons.

I agree with calling this Aeshna septentrionalis (Azure Darner) for the same reasons.
