Neurocordulia nymph
Isn't this Neurocordulia virginiensis? The lateral spines on S8 are directed backward, not outward.

N. virginiensis
Just keyed out a N. obsoleta exuvia and I agree with Chris here. S8 spines are not divergent enough for me and the S9 lateral spines do not extend past the paraprocts by half their length or more.
