Probably E. smaragdula, which is an European species feeding on an introduced alder ... do people actually plant this in CA??
There are several native species that also look like this, but as they feed on northern trees (birches and willows) they are not likely to be in your area.

alder & birch
There is a large alder tree in my back yard and a birch tree in my front yard, planted before I moved to this property. (People plant just about everything in the Bay Area...) I guess either of these trees would explain what this leafhopper is doing here.
