Kevin has suggested chalybeus
Chalcosyrphus chalybeus because of the coloured wings. There are a few in chalybeus where the thoracic dorsum looks to be flattened. The Chalcosyrphus subgenus Chalcosyrphus seems to have the flattened area more extended but this feature is difficult.
Chalcosyrphus chalybeus images have the antennae black but the flagellum is somewhat orange here..
It is safe in Chalcosyrphus. I have asked Kevin about the flagellum.

The scutum is flattened in front of scutellum, crossvein r-m before middle or at middle cell dm is difficult and in a zoomed image the eyes are narrowly dichoptic ....male. Frons shining black medially but dusted at sides.
