I couldn't get a close up shot of the bugs, but they have a two part body and the large part seems to "wave" as a balloon waves. They were only on two branches in this area and didn't crawl away or fly away when I got close. When the branch moved, the big parts of their bodies waved. This area is the only place I have ever seen these and I didn't realize they were bugs at first. At first glance, they looked like fungi on the branch.
