I found this wasp in a weedy garden on a Himalayan Blackberry, Rubus armeniacus leaf.

Hartigia cowichana Ries, female. Larvae bore in stems of Rosa, thus far the only recorded host. Not very commonly found.

It had me fooled. There were plenty of rose bushes near by, as well as the Blackberry it was on in the photos.
