my original thought was bracinod wasp but the shape of the antenna throw me a curveball.

Note of Caution
Braconid folks haven't yet been willing to see it as one of theirs.

Flagella
My first guess was that it is a braconid with the flagella lopped off. Dave Smith tells me that it isn't a sawfly--he doesn't know any with that coloration. In my opinion, the notauli are too deep for it to be an ichneumonid, so I think it has to be a braconid. However, I haven't found a match among the braconid photos, including those on goldenrod, assuming that to be the flower.
