okay do beetles mine? - Orchestes steppensis

okay a few days ago i found a couple leaf mines which seemed to have (what i thought was coccons) in them when i held them to the light...so i saved them.i think the tree is cottonwood..today i have 2 tiny beetles in the container..

That beetle looks similar to European Elm Flea Weevil?

The larvae are leafminers. There are quite a few beetles that are leafminers.
