I believe this may be some type of male Argia, but I'm not sure on that. Confirmation or correction or further ID, if possible, much appreciated. Thanks!

The ovipositor under the tip of the abdomen says female
but it is an Argia, and it is blue, so we would suggest the blue form female, Argia tibialis
