Blue Damsel
Do you have any other shots of this one? I am leaning to Enallagma basidens Double-striped Bluet. The occiput looks good for Double-striped.

Same individual?
I'm not sure these three are the same individual, and if not they should be unlinked. Only the one with the damsel facing in the other direction is the classic, typical-marked Double-Striped Bluet:



On the other two images (including the one on this page) the Double-Striping isn't clear, though the damsel may well be a Double-Striped too.

 
My mistake
I forgot this set may have been two specimens. I'll unlink them all.

Uncertain, but...
Odonata Central lists six bluets for your county in New York: Double-striped, Stream, Tule, Marsh, Hagen's, and Skimming. They have images for only four of the six--not the Marsh or Hagen's, which you can find here at BugGuide. I know it's not a Double-striped--we have them and I've photographed them and this isn't one. None of the images at Odonata Central seemed to match. However, looking through the BugGuide references, I think that the Tule Bluet is your most likely candidate...see and associated discussion.
