Coelidia olitoria
The very narrow head suggests a planthopper but the legs are those of a leafhopper. This type of head is characteristic of Coelidiini, and C. olitoria is the only species of the tribe in WV. A young nymph.

Thanks, Andy! As many C. olitoria nymphs as we've had on BugGuide recently, I was little suspecting this was one. Now that you've provided the ID, I do see some similarities, especially that eye!
