Spangled Skimmer (Libellula cyanea)
Yes, it is a female Spangled Skimmer (Libellula cyanea).

Female spangled skimmer
Libellula cyanea, I believe, but I'm not familiar with the dragonflies of New Hampshire, so not 100% sure it couldn't be something else. But the dark wingtips, the white/dark stigmas, and the big white patches on the thorax all look like they match.
