Black Saddlebags (Tramea lacerata)
This is a Black Saddlebags (Tramea lacerata), widespread across much of the U.S.

Black Saddlebags
I think it is Black Saddlebags because of the dark abdomen with some light spots on the dorsal surface. Female Red Saddlebags has a light abdomen with dark spots. I'm no expert.
