Tiny water bug from 12,000 ft elevation

Size: Approx. 1/8 inch body
I collected "pond" water from a small creek up in High Sierras @ 12,000 ft elevation and found this very tiny shrimp-like moving bug so I siphoned it and imaged it through a low power microscope. Could it be a larve?
