Found this little bug poorly attempting to crawl up my rain boot outside my front door after a hard, heavy rain. Never seen one like it before, I think it's a beetle of some sort?

Dan Heffern says:
"In this part of Texas, I have seen blue ones, green ones, blue-green ones and occasionally a little purplish. Arizona's are always all green, but that's possibly because they are not common out there. maybe 1/2 to 3/4 of the local specimens are green around here.
Plinthocoelium is a very common beetle if find their host trees, which are pretty common."
