Any idea what this is - Philaenus spumarius

A very small insect 3/16" Only managed this shot.

Cercopidae
Philaenus spumarius, the meadow spittlebug.

Froghopper?
The shape reminds me of that, but I'm not positive about it.

 
I agree
Definitely in the Cercopidae. Most froghoppers are compact and robust, whereas Cicadellidae (sharpshooters, leafhoppers) are usually slender. Also, froghoppers have two obvious spurs on the hind "shin," while Cicadellidae have a row of spines all along the hind tibia.
