I have found these several times now on woodland sedges (Carex laxiflora, or thereabouts). This one happened to be at the beginning of a Cosmopterix leaf mine.

This is the male developing into a pupa. Can you see any females?

 
My memory...
is that all the ones I've seen have looked like this, and seemed to be solitary, but I'll see what I find as I continue going through my photos, and I'll keep an eye out for females in the field.
