Are these Chalcosyrphus or Xylotini?

Yes
My guess would be Chalcosyrphus nemorum, but I must admit that there are about 30 species of Chalcosyrphus in the nearctic, so I could be wrong. I don't know all of those species, but I must say it looks identical to C. nemorum, so it could be just that species!
