Very likely
A. texanus
: note swollen hind femur with small tooth near the apex, black base of metasoma T1, and southern California distribution.
Great shot of a beautiful, and often fast-cruising, bee! :)

These bees really do zip around – mostly they look like blurs with a flash of green. Fortunately, quite a few of them were on these flowers, and eventually some stopped on flowers long enough to photograph.
