Albuna fraxini (Virginia Creeper Borer)
Pale yellow on the antennae and tarsi. The rest matches too.

A more complete description of characteristics
No, there are other species of clearwing moths that have similar characteristics. Below I included the characteristics that you can see in this picture.
Head vertex brown black, occipital fringe brown black with occasionally yellow mixed in, antenna dorsally pale yellow, Anal tuft fan shaped. Legs brown black, all tarsi pale yellow, forewing mostly opaque except for two hyaline streaks at base of the wing (hyaline area can vary, more or less). Hind wing mostly hyaline, flight period June to mid-August, Illinois and Kansas are part of its southern range. (All this is information is taken from Eichlin and Duckworth’s MONA, 1988). Interestingly, they don't mention the distinct tufts you see on the forelegs.

Ha! This Is The Second Species This Week in...
... Sesiidae for which I can't come up with a fairly quick match using the MONA monagraph. This is a beautiful photo but I haven't yet read a species description that matches colors in the forewings, divided anal tuft, coloration of antennae, etc.
