It looks to me like the top one (and the one in the other photo) have been predated, and there seems to still be a larva inside the lower one.

Cameraria
These look to be mines of Cameraria ulmella (Gracillariidae), same as in photo #678970. The fact that these mines are small and round probably means that the larvae did not go to full term.
