Virginia
Virginia is a Commonweath along with 4 states. Cities are separate from counties. It is relly a city but some field must have been "County". This was not in any county.

in that case the County field should be left blank to avoid confusion.
the text "Powhite Park, City of Richmond" belongs in the City field (consider using a shorter version "Powhite Park, Richmond" -- it's pretty straightforward).

What if people want to search for bugs found in Richmond using asdvanced search. The field does say county/region.

but Richmond is neither county nor region
('regions' are divisions of some Canadian provinces/territories, mostly western)
the system automatically appends the word 'County' to whatever text entered in that box if Virginia is selected from the state list, so the field is clearly not equipped to properly handle the municipalities that are not part of any county
