These looked like wooly aphids initially, but more like hopper nymphs now that I can get a closer look at the images. They were extremely gregarious on a beech (?) tree branch and on the leaves. They waved their fluffy abdomens around quickly, so it was difficult to get them in focus. ID help appreciated. Thanks!
