Meadowhawk
Well, it is a Meadowhawk. Beyond that you have several things going against you: Meadowhawks are often a tough group to ID. They are even tougher if, as here, you have the female/immature male coloration. And finally, most of the dragonfly fans here on BugGuide are more familiar with the eastern species than those found in the Pacific states. But with luck someone will be take to take the ID further than I have!
