I had hoped you might look at this since its a European species. If, as you write, you haven't seen them in a decade, might this be due to disappearance of potential prey?

Eumeninae, female -
Not sure beyond subfamily, though it might be an Ancistrocerus. These, by the way, are true wasps, as opposed to the ''bee wolves" which are apoid wasps, family Crabronidae.

Come to think of it,
Ancistrocerus gazella is a good possibility.
However, please wait until someone who knows this well, i.e. Matthias Buck, takes a look at this.

 
This is indeed Ancistrocerus gazella
I've not seen any of them for more than ten years in their European homeland, where this little wasp used to be one of our commonest Eumeninae.
