Size: ~1cm
Found in sandy Burton Mesa chaparral habitat, males seemed to be cruising for mates on a sandy trail. When this female flew by the male tackled her out of the air and then they both took off. This is my only shot.

Calliopsis
Small Andrenid bees in the genus Calliopsis, often called "mining bees." Many prefer sandy soils, so your photo is most appropriate!
This reminds me of C. pugionis, so perhaps it's in the subgenus Calliopsima--but I will need more photos to determine that :P
