Size: ~7mm
At first I thought this was an odd ant, but it did not look right. Next guess would be a velvet ant or wingless bee/wasp? (Sorry for the poor image quality)

Myrmosa unicolor
This is Myrmosa unicolor. Myrmosula species have much paler brownish coloration and a much larger head. Also, no Myrmosula species are found this far northeast.

Mutillid
It's a mutillid in the genus Myrmosula. Maybe M. parvula.

Velvet ant.
This is probably a velvet ant (family Mutillidae), in which the female wasps are wingless. I can't totally rule out a wingless female Tiphiidae, though.
